ສະຫຼິດ ທະນະລັດ ເປນນາຍົກລັດຖະມົນຕີໄທຄົນທີ່ 11 ດຳລງຕຳແໜ່ງຕັ້ງແຕ່ ພ.ສ. 2502[1] ຈນເຖິງ ພ.ສ. 2506 ໃນສະໄໝທີ່ລາວເປນນາຍົກລັດຖະມົນຕີນັ້ນ ມີການປາບປາມອັນທະພານຢ່າງເດັດຂາດ ມີການປະຫານຊີວິຕຜູ້ວາງເພິງແລະປາບປາມຄອມມິວນິດຢ່າງໂຫດເຫີ້ຍມຈາກການໃຊ້ມາດຕາ 17 ທີ່ລາວຂຽນຂື້ນມາເອງ[2][3] ລາວໄດ້ເຖິງແກ່ອະສັນຍະກຳເມື່ອ ພ.ສ. 2506 ຈາກໂຣກໄຕແລະອີກຫຼາຍໂຣກແຊກຊ້ອນ[4][5][6].
